It
is basically a tool for manpower management with the ability
to facilitate policy and decision making towards the operation
of an efficient, well functioning economy.
The LMIS provides a one-stop data and information source, and
as well as a job search and placement facility. Data
will take the form of text, graphs, charts, and actual data
sets. The system will allow users the opportunity to
manipulate the data and to generate reports, trend analysis,
cross referencing and projections. The benefits are
expected to include quick and easy access to a wide range of
labour market data and information. Some of these data
include:
- educational and training
offerings and sources;
- course duration and costs;
- accredited institutions and
course offerings;
- sources of funding for
education;
- population labour force; and
- economic and job
opportunities data and
information.
In addition, the LMIS will provide and efficient job
matching service by virtue of quick access to a large pool of
potential employees and employers.
WHAT WILL THE LMIS DO?
The LMIS is expected to improve the availability of labour
market data and information by facilitating better
coordination between and among data providers and between
providers and users. Its capabilities can be grouped under
three major headings: 1) General Information and Data and
Analysis; 2) The Electronic Labour Exchange (ELE); and 3)
Related Services.
General Information
The LMIS will be a source of general information in relation
to the labour market and the wider economy, concerning
definitions, legislation, broad socio-economic data, and a
host of other relevant topics. It will also provide summary
and detailed labour demand and supply data, including, for
example, data on the labour force; employment and
unemployment; training and education; and local and
international labour market trends.
Related Services
This component will provide information on support services
such as career counselling, sources of funding for educational
pursuits, and course offerings at institutions.
WHO WILL BENEFIT?
Beneficiaries will include policy makers, prospective
investors, programme developers at the tertiary levels, job
seekers, employers, career counsellors, secondary and tertiary
level students among others
HOW WILL IT WORK?
The LMIS will operate through a web-based system with three
main components, namely: Labour Market Data, the Electronic
Labour Exchange and Labour Market Services. Access to the site
will be through the Internet at www.lmis-ele.org.jm . Timely
availability of current data is an essential prerequisite for
the success of the system that cannot be overemphasized.
Indeed, the system's efficiency and effectiveness rest heavily
on this requirement and the willingness and ability of
data-providers to satisfy this need. These data-providers are
labour market participants on the demand and supply sides,
including, but not limited to, the Statistical Institute of
Jamaica, the Ministry of Labour and Social Security, the
Planning Institute of Jamaica, the Ministry of Education,
Youth and Culture, public and private training and educational
institutions, employment agencies, trainers, educators,
employers and job seekers. The Ministry of Labour and Social
Security will have the main role of receiving and processing
the data and maintaining the website.
